Course description

THE SUMMIT
The IN-TO-TO Budgeting & Resource Planning Summit adopts an end-to-end approach to fiscal planning, connecting resource assessment and budget preparation with allocation, execution, monitoring, and evaluation. Its central focus is the consistency of decisions across the entire cycle: how priorities are selected, how commitments are costed, how resources are distributed, and how expenditure translates into measurable institutional outcomes.
In an environment of competing demands and constrained resources, budgeting professionals must look beyond annual expenditure estimates. They need to assess medium-term commitments, distinguish essential requirements from lower-priority spending, anticipate fiscal risks, and account for the recurrent costs of new investments. Resource planning must also consider the people, assets, procurement requirements, and operational capacity needed to implement funded program successfully.
The summit is designed to equip participating officials and professionals with advanced practical knowledge, contemporary approaches, and international best practices in strategic budgeting and resource optimization.
Through expert-led sessions, budgeting simulations, and peer exchange, participants will examine difficult allocation choices and develop approaches to improving budget credibility and implementation discipline. They will explore how to align institutional plans with realistic financial limits, address execution bottlenecks, and review whether funded activities deliver their intended benefits.
By the end of this summit, participants will be able to:
explain the interdependencies between fiscal planning, strategic budgeting, resource allocation, and institutional performance;
critically assess revenue forecasts, expenditure assumptions, and medium-term commitments to improve budget credibility;
develop costed budget proposals that align strategic priorities with realistic resource ceilings;
evaluate competing funding demands using prioritization criteria, value-for-money analysis, and expected results;
integrate financial, workforce, asset, and procurement requirements into coordinated resource plans;
apply scenario analysis and fiscal risk assessment to manage funding uncertainty and expenditure pressures; and
establish budget execution controls that align commitments, cash availability, and implementation schedules.
